ACCC Committees and Liaisons

Many of the Association’s functions are handled by its committees. ACCC also has official liaisons to several national medical and healthcare organizations.



Audit Committee

Douglas Flora, MD, LSSBB, FACCC, serves as the Executive Medical Director of Oncology Services at St. Elizabeth Cancer Center and is a key player in developing a nationally recognized lung cancer screening program at St. Elizabeth Healthcare. Dr. Flora was named the Robert and Dell Ann Sathe Endowed Chair in Oncology. He serves on the Board of Directors for the American Cancer Society, the Association of Community Cancer Centers, and the Kentucky Society of Clinical Oncology.

Dr. Flora has a history of measurable success in managing all operations, including project management, policy development, staff engagement, budget planning, research, public education, and patient service. He applies Lean Six Sigma methodologies to improve patient experience and staff productivity. He is the Physician Leader instrumental in the development/launch of the Center for Precision Medicine & Genomic Health.

He was born and raised in Cincinnati, Ohio, graduating from The Ohio State University College of Medicine in 1999. Dr. Flora has been named a Cincinnati Magazine “Top Doctor” in hematology and oncology for consecutive years since 2005.

The Audit Committee assists the Board in fulfilling its oversight responsibilities with respect to the audit of ACCC’s books and records and the system of internal controls that ACCC has established by reviewing:

  • ACCC’s accounting and financial reporting controls with the staff from the Executive office and outside auditors;
  • the scope and general extent of the outside auditors’ annual audit; and,
  • the results of the annual audit.

Members are appointed to the Audit Committee.

Awards Committee

David R. Penberthy, MD, MBA, is Medical Director, Radiation Oncology, of PennState Health Milson S. Hershey Medical Center. After completing his MBA from the Darden School of Business at the University of Virginia in 2011, Dr. Penberthy has served as the Medical Director of Radiation Oncology and Cancer Committee Chairman at Southside Regional Medical Center (SRMC) in Petersburg, Virginia. During his tenure as chairman, Dr. Penberthy led SRMC’s oncology program through two American College of Surgeons Commission on Cancer accreditation surveys resulting in cancer program accreditation, each time earning an Outstanding Achievement Award, an accolade achieved by only a small fraction of community oncology programs in the country.

After earning a Bachelor of Science degree in Electrical Engineering from Virginia Tech and a Doctor of Medicine degree from Virginia Commonwealth University, Dr. Penberthy completed a surgical internship at Bethesda Naval Hospital. He then served as a U.S. Navy Flight Surgeon with Fighter Squadron 101 in Oceana, Virginia. His strong interest and knowledge of technology eventually led him to the field of Radiation Oncology. In this field, Dr. Penberthy applies sophisticated medical technologies to alleviate the suffering caused by cancer, one of the most pressing medical issues of our generation.

Dr. Penberthy is enthusiastic about patient care and he is intensely engaged in providing state of the art, patient centered, compassionate oncology care.

The Awards Committee is responsible for selecting the nominees for the ACCC Individual and Organizational Awards, including the:

The committee reviews the nominating process, issues the call for nominations, and reviews the desired qualifications of nominees annually. The committee also selects the award recipient(s) and submits the candidate(s) to the Board for final approval.

Bylaws Committee

Una Hopkins, DNP, MSN, BSN, FNP-BC, NE-BC, FACCC, RN, is a registered nurse with more than 30 years of experience in oncology, 25 as a nurse practitioner. Dr. Hopkins is currently the director for research and evidence-based practice at the Montefiore Medical Center in Bronx, New York, where she is responsible for the oversight and management of nurse engagement in programs of research and evidence-based practice, academic and affiliations, nursing internet and intranet development, and presentations and publications for the department of nursing. This includes the management of selected staff and operations, academic affiliations and funded educational projects, survey preparation, specialized training initiatives, education related to promotion of nursing research and evidence-based practice, oversight of project management, and funding attainment. 

Dr. Hopkins has received numerous awards for her accomplishments in clinical and research work and since 1927, has published over 20 articles in various medical journals. She holds bachelor’s and master’s degrees in Nursing Science from the College of New Rochelle where she also studied to become a family nurse practitioner. She received her doctorate from Pace University in New York City. Dr. Hopkins serves on the Advisory Committee for the ACCC Institute for Clinical Immuno-Oncology.

The Bylaws Committee is responsible for developing and maintaining the ACCC Policy and Procedures Manual. The committee is tasked with reviewing the Manual and the ACCC Bylaws at least once every other year. It also monitors the activities of ACCC and assures that these are consistent with the Bylaws.

The Bylaws Committee also formulates recommendations for revision or amendments to the ACCC Bylaws in response to suggestions from the membership, or to needs perceived by the committee, and presents revisions and amendments to the Board for its approval.

Clinical Affairs Committee

Leigha Senter, MS, LGC, FACCC, is a licensed genetic counselor and clinical professor at The Ohio State University’s James Cancer Hospital and Solove Research Institute where she specializes in cancer genetics risk assessment in women with gynecologic cancers. She is the Associate Director of the Division of Human Genetics.

Senter has more than 20 years of research experience in hereditary cancers with a primary focus in BRCA gene-related projects with more than 100 peer reviewed publications. She is currently a board member for the Association of Community Cancer Centers.

Senter earned a bachelor's degree in molecular genetics from The Ohio State University in Columbus, Ohio, and a master's degree in genetic counseling from the University of Pittsburgh in Pittsburgh, Pennsylvania

The Clinical Affairs Committee serves as a resource on clinical matters for the Board and Executive staff. The committee recommends topics and speakers to the Task Forces for national meetings, suggests topics and authors for Oncology Issues, and highlights gaps for community clinicians for Executive staff to use in developing broader educational strategies.

The committee may also work in conjunction with the Governmental Affairs Committee.

Communications Committee

Wendi Waugh, BS, RT(R)(T), CMD, ODS, FACCC, is the administrative director of cancer services and ambulatory infusion at Southern Ohio Medical Center in Portsmouth, Ohio. She brings more than 30 years of experience in healthcare to this role. Waugh began her career in medical imaging but has spent the last 28 years in oncology. Her passion for community health and development led her to assume a larger leadership role at Southern Ohio Medical Center in 2013, when she assumed leadership of the community health and wellness teams.

A survivor of breast cancer, Waugh’s interests include community development, public speaking, leadership, dance, fitness, hiking and biking, and spending time with her family. She is a graduate of the Radiologic Technology Program at Shawnee State University and received her training for radiation therapy at Weber State University. Waugh received a Bachelor of Science in health administration and health informatics from Kennedy-Western Reserve, and she is also a certified cancer registrar and certified medical dosimetrist.

The Communications Committee consists of members of the multidisciplinary cancer care team, including physicians, nurses, administrators, social workers, and others. The committee provides input on content for Oncology Issues, and has oversight for the ACCC website and e-mail communications, social media, and public relations.

Corporate Development Committee

The Corporate Development Committee oversees the Advisory Council, which is comprised of the Industry Advisory Council (IAC), Emerging Companies Council (ECC), and the Technical Advisory Council (TAC) and other corporate support. The committee also presents to the Executive Committee, in conjunction with the annual budget, a plan for corporate development and a budget of industry supported programs.

Education Committee

Matthew Manning, MD, is chief of oncology at Cone Health Cancer Center in Greensboro, North Carolina. He is board certified in radiation oncology and clinical informatics, and his clinical interests include prostate, brain and spine, and thoracic cancers. His research has focused on high-tech therapies, including stereotactic radiosurgery and brachytherapy.

Dr. Manning has been published in the Journal of Applied Clinical Medical Physics and International Journal of Radiation Oncology | Biology | Physics. In 2016, his work received the Association of Community Cancer Centers’ Innovator Award. In collaboration with the Greensboro Health Disparities Collaborative, Dr. Manning has also co-authored studies to support eliminating racial disparities in cancer care.

Dr. Manning received his medical degree at Virginia Commonwealth University (VCU) School of Medicine and completed his residency at VCU Health System.

The Education Committee gives guidance on the planning and development of educational programming, and ensures that all educational programs are in keeping with the mission of ACCC. The Education Committee recommends speakers and advisory committee members for educational programming, and coordinates the Annual Meeting and National Oncology Conference Task Forces. The Education Committee also coordinates with the Communications Committee to plan and develop articles for various ACCC publications, and with other committees, as necessary, to support and promote educational programming.

Governmental Affairs Committee

The Governmental Affairs Committee monitors federal and state legislation and advises the Board of Trustees and the membership on matters that will impact reimbursement and access in community cancer care. The committee recommends ways that ACCC can be most effective in influencing the executive and legislative branches of federal and state governments consistent with ACCC’s core purpose and strategic objectives. In addition to policymakers in Congress and the Centers for Medicare & Medicaid Services, the committee works to establish relationships and maintain communication with federal agencies, independent organizations, and fellow stakeholders to advocate for the needs of the nation’s cancer patients as perceived by the leadership of community cancer programs.

Investment Committee

The Investment Committee assists the Board in fulfilling its oversight responsibilities with respect to the investment of funds, specifically excess funds not required to meet current obligations. The committee monitors the performance of investment funds and investment managers in accordance with the Investment Policy and provides for review at each Executive Committee meeting and at each Board of Trustees meeting the status of all investments including reports issued by any and all outside fund managers. Members are appointed to the Investment Committee.

Membership Committee

The Membership Committee is charged with identifying and implementing strategies to promote new membership and member retention in ACCC in keeping with its mission. The committee recommends to the Board of Trustees ways ACCC can reach out to new and existing members and reports on member growth and retention.

The Membership Committee also reviews all prospective membership applications for approval prior to a formal vote by the Board of Trustees.

Nominating Committee

Anne Marie Rainey, RN, MSN, CHC, is the Director of Quality and Value-Based Care at Clearview Cancer Institute in Huntsville, Alabama. She has previous experience in government quality reporting as a contractor for the Centers for Medicare & Medicaid Services (CMS) and the Centers for Disease Control and Prevention (CDC).

After obtaining her Master of Nursing in Clinical Leadership and Administration, Rainey transitioned to the community oncology setting. Her work interests include quality metrics analysis, program implementation, health policy, and advocacy for community oncology.


The Nominating Committee duties include soliciting the membership for nominees; reviewing their qualifications and selecting the nominees to be placed on the ballot on even-numbered years. The committee prepares the ballot for all elected offices of the Association and, whenever possible, selects at least two (2) nominees for each open Board of Trustee position. During odd-numbered years, the committee appoints five (5) members to the Board. Members are nominated by the Board to serve on the Nominating Committee and elected during the ACCC annual elections.

Strategic Planning Committee

Dr. Nadine J. Barrett is Senior Associate Dean for Community Engagement and Equity in Research at Wake Forest University School of Medicine and Atrium Health. Prior to that she held senior leadership roles as CTSI Co-Director for Equity and Stakeholder Strategy.

A medical sociologist by training, Dr. Barrett is a health disparities researcher, expert equity strategist, and a nationally-recognized leader in facilitating community/stakeholder and academic partnerships to advance health equity and developing training and methods to address implicit bias and structural and systemic racism that limits diverse participation in clinical and translational research and access to quality healthcare. Her goals are to integrate diverse stakeholder engagement in the research process and quality improvement in healthcare systems, enhance enrollment and retention of underrepresented groups in research through innovative interventions such JUST ASK, a nationally recognized program adapted by ACCC and ASCO, and diversify the healthcare workforce, and advance health equity.

Prior to her aforementioned role at Duke, Dr. Barrett was the founding director of the Duke Cancer Institute’s Office of Health Equity, where for eight years she led a team to create a nationally awarded community engagement model to advance health equity, through patient navigation, nationally funded pipeline training programs for underrepresented race and ethnic groups, and authentic community partnerships to inform and drive research and quality healthcare as advisors, experts, and participants. Her leadership in both nonprofit and academia spans local, national, and international partnerships to better serve and engage historically marginalized and underserved populations.

The Strategic Planning Committee monitors the Strategic Plan. On an annual basis, the committee incorporates the President’s initiative, making sure it’s consistent with the goals stated in the Strategic Plan; reviews the long-range goals, strategies, and milestones; and, reports to the Board of Trustees and Committee Chairpersons annually if changes to the Strategic Plan are recommended. Members are appointed to the Strategic Planning Committee.

Liaisons

The Association also appoints liaison representatives to organizations such as the American College of Surgeons Commission on Cancer (ACoS/CoC) and the National Cancer Advisory Board (NCAB). Each representative’s mission is to develop and foster relationships within these organizations in order to build awareness of the role ACCC plays as part of the oncology team.
